No but if you keep taking 2+ minutes to pick constently it will happen as it's ruining the other players experience and is tournament stalling

According to the rules set, you can swap items between your Pokemon that you received just not use any external ones. Is this correct?

Sorry im replying to this late but item swapping is allowed but remember to obey the item clause
